Mental Health Delivery System Reform

Report on the 79th Legislative Session

The 2005 Legislative Session has ended. This NAMI Texas Legislative update contains significant Riders and Appropriations to the Health & Human Services Commission and Department of State Health Services as well as Legislation passed during the 79th Legislative Session that impacts persons with serious mental illnesses.

HB 470

HB 470 is legislation submitted to the Texas House of Representatives that seeks to regionalize the delivery of behavioral health services. This report includes a description of the important parts of HB 470, followed by a thorough Q & A.

HB 1734 Committee Report

No bill, as filed, ever goes through the legislation process without amendment or change. The intent of HB 470 is not new -- most of what is proposed was included in a report made to the Legislature in 1998 by the HB 1734 Committee.
